Perhaps it's better to think of the government as just another company. It's entirely possible that they'll do a terrible job, or they may actually do a better one. They'll most likely have more money to spend on a project but in some areas will be compared to a lot of existing companies instead of doing something original. As with anything, it depends on the individuals involved and the amount of oversight given to a project. The UK government often awards big IT contracts to large organisations and those projects end up failing. I always think of how much better off they'd be if they either (a) did it themselves or (b) had measurable feedback and checkpoints to manage the projects properly.
