This isn't surprising, although the article seems to neglect to mention Internet-only calls which must account for an even greater number. I'm still not clear on how calls to other countries get out from the Internet onto the standard, local telephone network - there would have to be a gateway for every major city covered. My own Internet telephone has a local number assigned to it, which I guess means that my VOIP provider has a huge block of numbers allocated to it by the major (normal) telephony provider (probably BT). It's particularly awesome as I can make and receive calls as normal - even local ones - just like normal, yet they all go over the Internet.
