I'd like to vote yes, but I think it's fair to say that whilst it may be true of some leaders it certainly isn't true for all. Most of those sorts of leaders are likely to be dictators or communist, so it's not like they care much what their population thinks. I guess if you're going to be a real despot it's a combination of opportunity/ambition with a pathological lack of concern for others.
